[xep-support] problem with bottom-aligned block container in 3.13

Hello,

I have a problem with a single <fo:block-container/> element, that I want
to be aligned to the bottom of the page. I use the following design (see
the attached test.fo):

  <fo:block-container height="100%" span="all" display-align="after">
     <fo:block>
       ...
     </fo:block>
  </fo:block-container>

In XEP 3.02 this produces a correct result (see test_xep302.pdf, the
"Kontakty" paragraph at the bottom of the page), while in 3.13 the problematic
<fo:block-container/> is not rendered at all (see test_xep313.pdf).

Is this a bug in XEP or shall I do it in another way ?
