[xep-announce] DiType 2.1 released

RenderX has released  DiType 2.1

DiType 2.1 introduces SVG backend, updated DocBook/DITA
stylesheets, configured XML catalogs for DITA and DocBook documents.
Also DiType 2.1 has support for external resource size limitation and
unicode-annotations in PDF documents.

As usual, several bugs have been fixed since DiType 2.0 release.

A streamlined list of licenses tuned for both not-for-profit and
