[xep-announce] XEP 3.8.3 is available

XEP/XEP.NET 3.8.2 is available for download. This is a maintenance 
release that fixes problems discovered since XEP 3.8.1. In particular, 
it addresses the following issues: 

 - Markers that include leaders or instream SVG images are processed correctly; 

 - TrueType font subsets that contain only space characters are compatible 
   with Adobe Acrobat.

As usual, users of previous XEP 3.x versions can obtain 
the fresh package from http://shop.xattic.com/extras.cgi.
